Fay inches ashore near Flagler Beach, Florida

FLAGLER BEACH, Florida (CNN) - Tropical Storm Fay was making its third landfall in four days Thursday, this one near Flagler Beach on Florida's northeast coast.

Heavy rain has flooded homes and turned roads into raging rivers. Amounts over the past few days across the Florida peninsula have averaged between 10 and 20 inches, but by Thursday morning, some residents were wading in more than 2 feet of water. Forecasters said there is more to come.

By 5 a.m. Thursday, more than 26 inches of rain had fallen in the Windover Farms subdivision outside Melbourne, Florida, in Brevard County. Dozens of homes were partially immersed at the Lamplighter Village Mobile Home Park in the city, according to a report from the scene. The water reached halfway up a street sign at the park's entrance.
