FLAGLER BEACH, Florida (CNN) — Tropical Storm Fay made its third landfall in four days Thursday, this one near Flagler Beach on Florida’s northeast coast. As of Thursday afternoon, two U.S. deaths had been attributed to the storm, the most recent that of a 21-year-old woman who drowned while swimming off of Neptune Beach, Florida. Heavy rain flooded homes and turned roads into raging rivers, leading President Bush on Thursday to declare a state of emergency due to the storm. The president’s action orders federal money to the state and authorizes the Department of Homeland Security and the Federal Emergency Management Agency to head efforts “which have the purpose of alleviating the hardship and suffering” caused by the storm, the White House said. |
